Throat Cancer And Retirement

In 1983 Berger was diagnosed with laryngeal cancer. His vocal cords were removed and he learned to speak through an esophageal vocalizer.

In 1987, he was again arrested in California on federal drug and arms trafficking conspiracy charges but tried in Louisville, Kentucky, for supplying explosives to destroy an outlaw motorcycle gang in a territorial dispute.

Barger sent a stolen copy of a government document prepared by the El Paso Intelligence Center (EPIC), which contained the identities and personal information of Outlaws members and associates, by express mail to Webb’s sister in Louisville, Kentucky, who then forwarded it to members of the Hells Angels.

He also showed another copy of the EPIC manual and explained how to use it to fellow Hells Angels at the Oakland chapter meeting. When another chapter member suggested calling the Outlaws to ask if Webb’s killing was an isolated incident, Barger replied, “Call them to pick and choose.”

He lent the EPIC manual to Tait to copy after Anchorage chapter president Edwin Hubert, who also expressed retaliatory sentiment after Webb’s killing, instructed Tait to obtain a copy of the manual in September 1986.

When Tait informed Barger in a telephone interview that the FBI had Barger examine the package, sent Webb’s sister suggested an alibi that the package contained sympathy cards.

Barger also circulated a photo of the two outlaws who killed Webb, first at the Oakland chapter meeting on November 30, 1986, and again at the West Coast chapter officers’ summit on January 3, 1987.

He and Tate discussed retaliation against the outlaws on several occasions, and Tate encouraged Berger to travel to Alaska to advise the Anchorage Hells Angels chapter on retaliation.

On March 16, 1973, Barger was sentenced to ten years to life in prison after being convicted of possession of narcotics for sale (37 grams of heroin) and possession of a weapon by a convicted felon. His future wife, Sharon, was a co-defendant; her case ended in controversy when the jury failed to reach a verdict.

As a result of his incarceration, Barger was forced to relinquish his presidency of the Oakland Chapter for the first time since its founding. According to police intelligence reports, he designated San Jose Chapter President Fillmore Cross as his international successor during a motorcycle ride at Bass Lake before his incarceration.

Cross was also imprisoned for possession of amphetamines in 1975, and Barger allegedly continued to lead the Hells Angels from his cell at Folsom State Prison.
